   Chart tokens (TESTHUB-991)

   The second half of the token layer. `colors_and_type.css` is the Raisonance
   design system and loads immediately before this file; these are the chart
   series colours the system does not carry. Together the two files are the
   token layer, and they are the only stylesheets in this app that define
   custom properties.

   Why this is a separate file rather than appended to colors_and_type.css:
   that file ships BYTE-IDENTICAL in both the Reports handoff bundle and the
   Results Filter Redesign bundle, and that is exactly what makes it safe to
   treat as canonical and to re-copy when the design system is revised. Editing
   it here would fork it from the copy TESTHUB-996 ships in the same release.
   So it stays untouched and these append after it in the cascade instead.

   Everything below the token layer is hardcoded hex and stays that way — this
   introduces the layer, it does not migrate the file. New code uses tokens; a
   whole-file migration is its own ticket. Chart tokens are consumed by the
   Screening Summary report (epic TESTHUB-988) and must not be hardcoded at
   call sites.

   Two values look wrong at a glance and are not. Read before "fixing" either.

   --chart-low-risk is teal (#2A9D8F), NOT the platform Low Risk green
   (#22AD5C), and NOT --rai-success from the design system. Charts use teal;
   labels and badges elsewhere keep the green. Red against green fails the most
   common colour-vision deficiencies, while red against teal survives both, and
   the teal mapping already appears in delivered regulatory documentation. This
   is a deliberate, documented divergence — exactly one colour deviates, for a
   stated reason.

   --chart-other is the Incomplete-status orange (#F6925A) doing new duty as a
   chart series fill. That reuse is the reason this token exists: naming it
   makes the new usage reviewable instead of invisible. Note it shares a value
   with --rai-warning, which is itself an alias for --rai-orange — do NOT wire
   the Incomplete progress bar to either. That bar is #F6CA5A (yellow, ΔE 35.4
   away) and stays hardcoded; see custom-styles.css.

   Load order: colors_and_type.css -> chart-tokens.css -> custom-styles.css,
   all after Bootstrap, Blazorise and the (dead) Telerik theme. That theme also
   carries --chart-* properties, but its names are Telerik's own
   (--chart-major-lines, --chart-title-font, ...) and none collide with these;
   loading after it means ours would win regardless.

   --chart-in-progress is a pale blue for screenings still underway (decision
   D1, 2026-10-12). Blue is the one hue the palette does not spend on an
   outcome, and it survives deuteranopia and protanopia. The outline separates
   it from the white plot above it. It is a flat fill: the dot texture it used
   to carry was removed on CPO review (TESTHUB-1291).
